Can newly linked team members see historic team messages or comments?

No. You are able to see all the historic clinician comments and team messages. However clinicians can only see comments and team messages which were made while they are linked with you. i.e. At the point the comment or message is made a permission to view that comment or team message is given to all currently linked clinicians. If a clinician links after the fact they won't have that permission.
